Felipe Aguilar talks with Mayor Javier Joven of the City of Odessa, Texas. Mayor Joven describes the city’s form of government and public service departments. He also talks about past and present initiatives including the Permian Basin Health Center scheduled to open in 2025, which will address diabetes and mental health. Other initiatives outlined include zero-based budgeting and opportunities for residents to serve as volunteers on City Boards and Commissions.
